Try cleaning it out with Marvel Mystery oil.If it sat that way for a long time it's probably gonna need the cases split and new bearing installed.How the hell did water get in the crankcase?
WD might be a little expensive to buy a gallon of it. You would do just as well by draining the crankcase, then filling the crankcase with a pint of rubbing alcohol, and the rest of the way with diesel. Turn the crank over by hand or with the starter, but don't let it start, Just a couple of times to push the mix through the oil pump and lines. Then drain and fill with normal oil. Expect to have to change again in 100 miles or so.
Or just do a regular oil change with regular oil, cheapest you can find. Run for a few seconds at idle and then change the oil. You may need to do that twice. Filter change each time of course. You can leave the filter out on the first run if you can do that with your bike.
White goo on the oil filler cap or signs of water mean to change the oil again.
I just restarted a big block boat motor that spent a week on the bottom of a lake like this and it started up right away and runs fine.

At engine temperatures, the WD 40 residue will scorch and burn. Crikey.
You'd be better off letting the water drain out for a couple of hours, drying off the oil filter !!, and maybe even sitting at the fill hold for ten minutes or so with a hair dryer while the lower drain plug is open and the oil filter is out.
Fill it to the upper fill line with cheap 10w30, run it for a few minutes, drain out the 10w30, then put in the correct weight oil.
Edit: Figure out how the water got in there, and make sure it doesn't happen again.
Upi might want to empty the tank and get some fuel drier, since you may have water in the fuel lines and carberator.
